Why do you need to remove the water pump shaft?
If you're just replacing the mechanical seal, you don't have to pull the water pump shaft. Follow the instructions on page 61 of the service manual. If you don't have the service manual, download it from the Home page of this site.

I hope somebody with experience can answer your question, but I just wanted to say that I’m impressed by your collection of motorcycles. The CBX -P is interesting - I didn’t know there was a police version. If you can spare the time, it would be great to see some photos of your bikes, please.
Good luck with the water pump.

You will need to remove the cylinder head to gain access to the flat of the water pump shaft. You need to put a wrench on the shaft to hold the shaft while removing the nuts. If you don't do this, you will crack the nylon gear on the drive shaft. Refer to pages 74 & 76 of the service manual.

As stated, the cylinder head has to be off. Then the timing shaft, as in early models. Two bolts on two ends, and that will also free the camshaft chain.
While doing all this, it's important to keep the shafts with 12 mm wrenches, two at a time best, from any movement. Like Kawboy said, or you will end up strupping the nylon gears.

The water pump shaft can be pushed back, but there is a restriction and that's the engine block. You will need to remove that, and there are more twists and turns along the way. Even me, thinking I'm experienced, I cornered myself just today!!!! Had to do over but it was easier than first try. Practice Makes perfect, but in this case, I didn't appreciate it.

No need to do any of this changing mechanical and oil seal. By the way ;)
