With the manual tensioners it's not so much a matter of how much tension but rather eliminating any slack in the cam chain.

Exactly. A quick forum search will reveal that Toddh posted a good procedure for adjusting them over a month ago:

1: With the engine running, back off the lock nut while holding the outer nut adjuster.
2: Turn in the outer adjuster (Slowly) until you hear the clatter noise go away.
3: Once the noise goes away, back the outer adjuster out 1/4 turn, and while holding the outer adjuster, tighten the lock nut down.
By backing it out slightly you should be providing enough slack in the chain to run quiet enough but provide enough tension to keep the chain relatively taught.
Do not rev the engine while adjusting, keep it at idle.

if running isn't an option right away moving the tire back and forth in gear will help to give you the slack needed to set a good initial tightness.
