The lips face outwards. The carb is under vacuum, and therefore trying to pull air in through the throttle shaft. With the lips facing outwards, assists sealing the lips to the carb body and the shaft. If the lips faced inwards, the air would get sucked past the lips.

With all due respect to the home-machinist types - If a "engineer-shop" wasn't interested in attempting to 'whip" some up, that should be the RED flag.

IMHO - there is little to no chance of success "home-making" throttle plates. The emphasis being on the NO ! The tolerances are simply too critical. We're not talking thou. - were talking 10's thou. They must fit perfectly when closed. They must be closed exactly at the correct angle (relative to the three transition ports). And obviously all 6 must be identical in every aspect. The bevel is a precision ground angle for a precision fit. There is no way a hacksaw, file and emery can do this 6X. They will be impossible to sync.

Start looking for some scrap 1980-83? Suzuki GS 550/650/750. They used a Mikuni 32mm carb and there's a good chance the plates will be the same.
