Wow !! 2 degrees off of level and you think you're down a quart ?? Wow !! That's crazy!!
Now you know I had to do the math. Tangent of 2 degrees x 20 inches = .698" That's just over 5/8" or 17mm. Wow !!

Won't turn over as in:
  1. No starter action at all? Click-Click?
  2. Starter tries but fails, Ruh, ruh, Uncle?
Battery good? Connections? Ground at engine?

If so, I'd pull all plugs and try starter again.

Stand back, you might have Moby Dick syndrome.

Battery is good. Got plenty of “ruh ruhs” from the starter. It just wouldn’t turn over. I’ll pull the plugs and make sure everything is clean. 

I’m also scratching my head about the oil level being so low after I changed it. And yes I am up on the center stand haha

All fine and dandy up on the center stand but  is the floor level???? I never would have thought that I needed to check that before checking my oil. but the "math" says otherwise. Maybe that's why car engines put the dipstick in the middle of the block .Reduce the error. Plus the spread of the wheels front to back and side to side would reduce the error.

Got to hand it to Scotch for figuring out the answer to WTF and why is it reading low when I know I put in all the oil required.

I checked with a level and I'm on perfectly even ground. Tried to start it up this morning. It got close on the first crank then just the starter. Im going to check the plugs tonight and follow up. The picture of the sightglass isn't super great. Morning shade and the bottom seems to be stained by old oil alittle. My head is going to worst case scenario haha   

And Scotch, you're the man. 

Wondering if I should drain the carbs. Might have too much fule in them from having the petcock on prime?
