They can stop you anywhere anytime. You have the right to carry on and pull over in a place that is safe to do so. You may have to roll down your window or if on a bike indicate with your hand that you intend to follow his instructions and indicate that you will pull over "over there" If you can't pull off of the road far enough that it's safe, you can even carry on to the next off ramp to clear a highway.

Got say though, in the States, If I get pulled over, I go EXACTLY where they tell me to and leave my hands on the steering wheel until they are satisified that I'm not reaching for a gun in the glove box (which is where I keep the ownership and insurance slips for the vehicles)
