Wouldn't you also need a frame with matching numbers? Here in Oregon you can easily title a car or bike if you have the bike and there are no records that say there was previously a lien against it.

Depending on where you live you can just apply for a title? In my state of ND it is a very easy thing to do. Costs $50 to get a new title here.
