For the European on the right side and for the Yankee on the left side?

Just thinking about how the frame was manufactured, I would think the stamping of the head stock tube was done on a jig before the headstock tube was welded in the frame. That being said, possibly the tube was miss orientated in the welding jig and got welded up.

In the KZ 1000 workshop manual there is a photo where you can see the number stamped on the left side.
To add to the doubt on my ELR the number is marked on the right side.
