That is a low pressure pump and like Pete said take it out of the equation for the time being, it can be used but not while you are getting it going for a first time since a refurbish.

Thanks for the suggestions so far.
I struck a blow last night to try and identify where my problem may be.
Pulled the cover off to access the starter motor. (wish i knew the cover was full of oil though)All looks OK and the power cable is not corroded. The starter motor itself spins freely and is not jammed or seized.
I have "disposed of" the fuel pump as advised.
Battery is fully charged and terminals are good.Main fuse is OK
Ground is OK as i get lights and power to the indicator lights and the rear tailight, and i had power to the fuel pump before i removed it.
Clutch starter lock out switch is working by the multimeter.
Starter button as well as the entire RH handlebar cluster has been cleaned and is functioning.
I have stripped the plastic shroud from the main harness to see if there are any burnt or broken wires. All good there.
Now. My next path is to attack the Ignition cutout switch on the LH side panel. Is this something that goes bad usually?

Under the starter cover should not be full of oil. I would say the O-ring in the starter spigot is cactus and letting oil through. It's quite likely the starter is full of oil which wont be doing it much good at all.

OK, MANY MANY MANY THANKS for all the tips.
Pulled the wiring harness apart, found a few breaks, split and cleaned the switchblock and the starter button then removed the Fuel Pump and binned it.
Back together, hit the button and it turns over freely.
We are getting there!!!
Waiting on new throttle cables to arrive before I can yell "Fire in the Hole"

What a great TEAM effort & result so far !
This is exactly what this site is all about (Thanks to brother Bills brilliant foresight).
Isn't it great to get yet ANOTHER 1300 on its way to the road !!
