Most of my project has been boxed up for years due to moving/renovating another house. Almost ready to get back into it. I decided to pull out my rebuilt carbs and have a look at them and thought since it's only a few minutes work, pull out the float and snap a picture of it.
You can see that the tang is almost identical to the picture found in the manual.  Let's face it, shy of the float saturating with fuel, there should be no reason to have to adjust the height after the initial set up. What could possibly wear out or cause the float level to change unless the bike was exposed to an accident or an earthquake?

Hi Kawboy, Thanks for this picture, I think it tells me all i need to know. So back to a bench test, but what i can tell you my tang looks nothing like this !!! 
I would say it's at a angle of 45 degrees . So as you said, this could be causing the float valve to jam !

Phil......I've sent you a PayPal invoice for a set of floats.

If your OEM float "Tang" is at 45 degrees then you've just answered your own question and solved the problem.
This angle indicates that the float is soaking with fuel, buoyancy is almost NIL and because the float is so low in the fuel, the tang has been bent up to an extreme to compensate.

Brass Floats - NOTE to ALL : I set the float-level (adjust the tang) using a carb-body and OEM needle-valve assembly. 7.5mm.    DON"T MESS WITH THIS !
If you continue to have problems - you've done something wrong ! The valve-body is NOT inserted fully, the spring retainer is interfering with the needle valve, the O-ring is not sealing and/or you've got "crap" in the fuel that's trapped in the valve/seat interface, preventing it from stopping the fuel flow.

A good quality inline fuel-filter is critical !  With respect to this specific fuel-filter" WIX # 33027 -

I've used this type for years for several reasons: 1) Small - fits almost anywhere. 2) More then adequate fuel-flow for the 1300's requirements. 3) Inexpensive and readily available, 4) Filter comes with 2 spring-clamps which I prefer for this application particularly to clamp the fuel-line to the tank valve, and 5) They can be flushed-out in reverse to clean and to see what's been filtered.

Your fuel issues will now be presumably solved !  Cheers
