In reading the manual I noted it sais disconnect DFI positive lead from the battery before charging to avoid damage from excessive peak voltage. Would a 750mA battery tender put out enough voltage to damage the DFI unit? If it could it may be too late, and that's why it won't idle at cold start.

Also, just bought the bike and have much learning to do, but noticed there are rubber mounts missing from the DFI control unit (at least I think the box sitting on top of the battery is the DFI unit). Are the mounts critical?

Not to discount the manual but I've charged my 85 without disconnecting anything and the fuel injection still works fine.

Ditto what Bill says. I think the majority of us use some sort of battery maintainer, at least during the winter months. Very likely what they are referring to as "excessive peak voltage" would be from a charger that also has the "equalization" function to balance out all of the cells and reverse sulfation. That voltage can reach 15.7 volts. However, if the ignition switch is not on, there shouldn't be any problem there, either.

If your engine will start at all, I seriously doubt there is anything wrong with the DFI unit. First check all of the sensors feeding into the DFI unit to be sure they are functioning as per the supplement manual. It does a great job of describing how to test each one and what the results should be.

Been using a battery tender on my DFI 13 for 15 years now with no ill effects. Re. the cold start idle, have you been using the fast idle lever from cold (situated on the left of the bike on the end of the far left throttle body -looks like a choke lever)?
