I have a guy that does great paint work, He's going to repaint my 1300. Issue at hand is the previous owner started to seal the tank with caswell epoxy.
I think the tank could have been cleaner before applying the sealer. What if anything could be used to remove the epoxy, Would xylene disolve it?
Any help would be greatly appreciated

I've read of people using acetone (no experience myself).

As an aside, I've used the POR tank kits a few times and they seem to work well. One tank has had the POR kit for more than 20 years and still holding up well.

I vouch for P0R-15. As to removing old liner, I've read people using MEK. It's a harsh stuff though!

It may not look "pretty" but judging by Caswell's instructions for gas tank sealing it appears that the tank sealer "prefers" to bond to a rusty appearance surface.
If you're not happy with the finished product, maybe contact Caswell Plating at www.caswellplating.com/contact-us.html for advice.
