I bought this bike months ago and now I am trying to get it going. Sat for about 10 years. I pulled the plugs, oiled the cylinders and want to spin the motor. I put power to it and all I can get is the hazards flashing. No lights, no starter. is there any interlocks that need to be satisfied? Any help is appreciated...

There's a secondary key switch within the left side side cover. Save yourself a ton of heartache: Deal with the cam chain tensioner before you try to start the bike.

Also some still have the clutch lever interlock, if there is a plug and wires coming from the clutch lever holder then it may still be connected, pull in the clutch lever or starter won't go, also as Bill says there is also the other switch on the side, the key has to be horizontal, should be markings on the sidecover under the sliding flap to show the "ON" position
after tuesday even the calendar goes WTF

Basically, the can chain tensioner is of a very weak design, and can fail without warning. When it does, the motor is basically trashed.

The FAQs has a write up about the problems and possible solutions, and it's worth a look.

Also, like was said, there are about 15 different safety switches to take care of before the motor will start. The key switch underthe left sside cover has to be to "run", the main ignition switch needs to be to "run", the kill switch has to be on "run", the clutch has to be engaged, THEN the start button will turn the engine over.

Slightly excessive IMO. But it is what it is.
