Usually a result of using a poorly fitting screw-driver, The corners of the slot are burred and catching in the bore.
Put a drop or two of light machine oil (3in1 or similar) into the jet tower and turn the jets all the way in 'til they stop and turn them all the way out. Do this 5-6 times.
Put your thumb and index finger over the idle-jet tower ( as if to pinch) and apply air pressure to the respective top air mixing port (on the filter side of the carb). This will blow out the jet into your fingers. If it doesn't - thread in and un-thread the jet a few more times. All you can do and what this does is eventually wear down the burred edges of the jet, enough to where the air pressure can release it.
