This is interesting.  I don’t think Allen Millyard has created an in-line eight , so this could be one of a kind. I hope you will keep us updated with progress.

Why the mystery? Who is it and what is their objective? Is there a magazine article coming?

It reminds me of an ancient issue of Road and Track about somebody who built a Jag straight-12.  As I recall, it was legit, i.e. two blocks and two cranks welded together, not just two linked engines.

Might be an interesting transplant for a Smart car. Would that make it a Smart Kaw as opposed to a Dumb Kaw? if it went in a bike they would have to turn it longitudinally just so you could corner the bike. Or maybe a trike? Wonder how they will manage the secondary shaft and counterbalancing the primary forces from the crank.
