Is this circled "regulator" on the B2 charging circuit the reason why the battery charging voltage drops or raises?. Why is it separate from the Main Voltage Regulator?

That is the instrument voltage regulator for the fuel gauge and temperature gauge.

I have 3 a Electrosport Stator that puts out 70 vac on the 3 yellow ac leads. The most I get out of my main Voltage regulator is 12.8very. The regulator is pretty new. All my connections are clean. All my lights are led.NO accessories. There's got to be another way to get 14 volts out of the charging system on these bikes.
