Will running the engine at idle for a long time have a tendency to foul the spark plugs?

If your mixture settings are "around" the correct levels and no issues with the chokes or float heights............then NO, running on idle for any period should not foul plugs.

What he said ^
I was fouling mine at idle and low rpm constantly but once I had the mixture screws dialed in I've been good ever since.
