Amber day running lights

My bike is from Iowa which features amber day running lamps in the front direction indicators. I assume they should be fed 12volt as the bulbs are 12v. I’m only getting 9.8v. 

You're probably dealing with a voltage drop across a bullet connector. Look at the wiring diagram on page 250 of the Factory Service Manual for the running lights , to help trace out the supply to that circuit.
