Oregon motorcycle parts regulator shorted?

My Oregon Motorcycle Parts regulator is bleeding 2.5 volts to ground with both ignition switches off.
I guess that means its diods have shorted out?

I'm no expert on regulators. Would it be worth contacting Oregon Motorcycle Parts for advice?
