Can't salvage the frame? It's just tubing. Wouldn't stop me from fixing it.

These guys have been straightening frames for me since the late 70's. His concern is one of tubes in the gussets above the engine is about 1/4 lower than the other. Big picture it can be made ridable but not sure he can get it right. He suggested finding another frame. I'm not above it if I could find one. Know of any? Are the baggers the same frame?

FROM WHAT I KNOW- The Voyagers are different frames, while the early -B model dressers are the same. Someone correct me if I'm wrong.

Regardless, I guarantee you it will be cheaper and easier to find a replacement frame (with title, don't forget) and transfer everything over. I'm not saying one will show up immediately, but you'll have more options over just replacing the bike- even junk parts bikes become eligible, so long as the donor bike wasn't wrecked.

Looks like the Voyager started in 1983. So KZ1300 82 or earlier dresser (B model) frame should be the same?

The A and 1980B2 (one year only) frames are basically the same, but there are minor differences. The B frame has no mounts for turn signals. They are integral with the fairing and saddle bags. The seat mounting brackets on the B are different. However, there are owners who have converted 1980B models to A configuration. One guy had his set up so he could convert back and forth to either A or B in about 30 minutes.
