I'm sure once they are off the the bike all will seem more clear. If that's all it states in the manual then its not a lot of help to the novice.Once oil is in the forks and back on the bike what's to stop oil passing from one side to the other as you ride ?

The fact that once all assembled the forks would rise and fall in unison keeps the oil in each fork tube from migrating.
The manuals are not the greatest and leave a lot to be desired. The fact that the manuals for the later models refer back to the manuals for the earlier models is undesirable. You should be able to pull out one manual and get on with it and not have to have 2 manuals in order to get work done.
