I’m pretty sure that is the ‘Kawasaki by Vetter’ touring option offered through US and Canadian Kawasaki dealers in 1979.  Fairing, saddle bags / cases, and top box.

definitely not the Kawasaki Vetter. The lines are too smooth on the example. I'll suggest it may be a Vetter Vindicator faring like this EBay example
EBay Vetter Vindicator listing  -Wrong. Forget this one. It's close but not exact.

I also found this one  EBay listing for a Vetter Windjammer III  and this is my best guess.

I'm not sure who actually made the fairing but it appears to be a Kawasaki Grand Touring/1300. It's possible that Vetter actually manufactured these for Kawasaki, I'm not really sure.

See this link: www.mecum.com/lots/LV0118-315089/1979-kawasaki-kz1300/

The saddle bags were made by Vetter.

It isn’t a Gran Touring B2 ( 1980)  - they had different bags and fairing, which I think were made in Japan.  I stand by my previous thought that it is 1979 Kawasaki by Vetter .
Later Vetter fairings for the 1981 1300 A3 had a round headlight

Got to respect a man that stands behind his statements. I assumed that the 79's and 80's were the same and since I can't find a pic of specifically a 79, May the "identify the faring contest" continue
