This is always an issue when trying to diagnose an issue !

There is another possibility; one which I've seen when rebuilding for others as well as on sets I bought from Ebay.  It would answer the question and solve the problem.  If these spacers are missing you are running the equivalent of having the needle c-clip in the # 2 slot (lean)

This ring is there. All parts inside of carburetor is original.

OK .  That eliminates that possibility.  Back to you Kawboy,  while I think of something else !

My morning caffeine just kicked-in and I had this thought:

Where do you live and what's the altitude there ?
I'd raise the main needles (groove #4), and see if this cures the issue !

The stock main jets should be #110 and if yours are #110 then try raising the throttle plunger needles to #4 groove as Scotch has suggested.

The #110 mains and the needles in groove #3 should be good from Sea level up to around 6000 ft above sea level. From 6000 - 8000 above sea level you would go to #105 but you're already running too lean.
