Video response to Scotch's great post. Aha moment at 2:10

If you've got a few minutes, please watch the video and verify that I'm now thinking about the adjustment procedure correctly.

propav8r: That was a great video ! Right from the beginning you talk yourself through the logic so by the 3:00 minute mark you've got it !
Static sync using that "paper trick' and go from there. When the adjusters on the link arms are finally sync'd I think you'll find that there will be only 1 thread showing above the jam-nut. Judging by the video you haven't static sync'd yet?
Clearance on the cam-roller is good. The fast idle screw appears to be showing close to the correct amount. They rarely (in my experience) extended any further once the adjustments are done. In some cases, the end of the screw is barely showing. Another case where you can't necessarily adjust something to how it appears in the manual photos.
Positioning the roller on the apex of the cam and adjusting the fast idle screw to achieve the .54mm gap provides enough opening of the throttle plates to supply more air for the full choke rich start.
you've got a good grasp on things now ! keep us in the loop !

Thanks for all your help.

I had done the paper strip sync in that video. I've also used a ball bearing in each carb, and opened the throttle plates to make sure they all drop through at the same time.

Cool, so I'll reassemble this tomorrow. Got an electrical gremlin to track down too...
