Because the depression appears to be too deep and this causes the Brass to strike bottom before the seal.  Add to that; any pitting/scratches in the small area where the seal should make contact and fuel will leak past.

Sincere Thank You Scotch. 

It's always good to learn the Why of a decision.

Will replace with 'tit-less' new aftermarket ones.

...beginning to see why you have 'hundreds of hours' learning these carbs.

..and I'm not going to give up.
