Is it right the manual setting for idle mixture screw is wrong and they should be 4 full turns out
Typically I have always started with an arbitrary 3.5 turns. If you have a "Color Tune" then you can adjust from there; more or less as indicated by the color.
What you end up with will depend entirely on the uniqueness of your engine/components and set-up of your engine. Don't despair over a difference in the individual pilot- needles. "+" or "-" .5 turns, I don't consider unusual. Any greater difference may require some investigation. Bottom line: If it starts easily, and idles smoothly then your pilot needle adjustment is OK.

Ah yes......The mystery behind the manuals' 1.5 turns. No one seems to know! I've got an idea that revolves around the prototype carb, pollution regulations and the timing of the manual being written and printed. It's a moot point. At 1.5 the engine won't run because it's too lean.

Tad - they are ready I will follow up tomorrow with shipping costs in the PM.
Stock on the right for reference.
The original stock Kawasaki washer is actually plain Derlin as well. I remember seeing some in the past that I also thought had some sort of cloth inside them. I'm not sure if that was an illusion, but this one doesn't. Perhaps different years had slightly different washers if that was the case. Bottom line is it's plain Derlin, and the new replacements I offer are plain Derlin as well. The stock washers are most likely discolored brown due to age and fuel exposure.

Look familiar?
I had a missing washer and fabricated one from a reed valve kicking around.
I know someone on the site had lost one and I made him up one and sent it to him. Maybe it was you Stan?
