Looking at it.. is it a 79 or 80?
With ignition timing on the RHS, me thinks a 79?

It would be interesting to know the history of the engine and why it was pulled from the bike. Engine issue or maybe an electronic issue the owner just couldn't work through. If the engine is intact, $650 is a good price. I would do some investigating before just going ahead and "firing it up". Maybe a top end inspection and refresh if necessary. Along with checking all the usual suspects, such as cam timing, chain tensioner and maybe a scope inspection in the bores. And then a leak down test which could be done out of frame. I would also pull the oil pan and inspect the oil pick up strainer. That's another indicator of what's happened with this engine.
18K is low to be split to sell off parts. Not sure I would trust the reported mileage. Seems off. But then again, no accounting for what people do.
Good luck and let us knows your plans.

Oh yeah. The idea is to tear it down, complete refurb then find a chassis for it. Maybe some kind of kz sport bike look.It would be interesting to know the history of the engine and why it was pulled from the bike.
