This bike had an after market bags and fairring. Is that why this part is missing?

I have a stock standard 1979 13, and I haven't got that bracket on the frame, also don't have the nut thingy on the top of the tank, so i'd hazard a guess and say it for the fairing mountings, cheers
after tuesday even the calendar goes WTF

My Z1300 does not have the bracket and my kz1300 does have it so it may be specific to US models. The nut at the top of the radiator is for the top bit of the radiator guard which is missing on your bike - looks like it may have been cut to accommodate the fairing ??

My 1300 came with a Vetter fairing, stock. The fairing was not fastened at that frame bracket behind the radiator.

Here's my 81. I'm holding two short straps that help secure my tank bag.






The factory paint on the faces of my brackets doesn't show any wear. I'm assuming it was something out of the ordinary perhaps a side car connection point?

Having a sidecar on mine, i'd hazard a guess and say that those connections aren't anywhere strong enough for any sidecar connection, the connection for my sidecar on the tube above the radiator is made of 1/4 inch steel wrapped around the tube with a special tapered clamp between the bolt, a lot of pressure on connections when taking corners and lifting and dropping the chair, just my thoughts, cheers
