Installed a volt meter so I can monitor the new stator. It shows 15.6 volts at 3000rpm. Is that too high? Do I need to replace the voltage regulator?

I believe 14.7 volts is optimal. I had a similar issue after I added the additional stator to my A1. My voltage was 18 volts. Too much voltage will cause your battery to swell and can possibly cause other electrical issues. I went with Electrosport regulator(s) and my voltage is kept to 14.7 depending on electrical load of course.

Typically, 14.2 - 14.7 is the targeted charging voltage on a 12 volt system. 15.6 will boil the battery dry.
