These bore holes are in the carbs to create the required passages through the carbs. usually the drilled hole has a step in the bore so that a lead plug can be put in the hole and then set with a punch and a light tap with a hammer. The lead will then squeeze out and swage itself in place. the step in the bore prevents the lead from going too deep in the hole which would block the cross drilled passage. Check for the step in the bore and if there is one, then find a piece of lead the same diameter of the hole and about 3/16" to 1/4" long, place it in the hole and swage in place with a punch and light tap of a hammer.

I found a piece of solder that could be twisted into the hole easily.
In conjunction with KB's suggestion: I would twist an appropriate dia. of solid solder into the hole no more then 1/4", Cut it off, tap it in an additional 1/16" and then place one drop of epoxy in the end of the hole. The epoxy will do the "sealing". The solder is just the dam, for it.

Thanks for the advice! I used a small lead weight from my fishing equipment and tapped it in and covered it with JB Weld epoxy. Worked well.

Keep an eye on that for corrosion as lead and alumimium dont play well.
