ADA Boy!! Make up your own vacuum gauge set. I have 6 gauges and needle valves to make up my set as well. The only thing I would suggest before you start using them is to hook all the gauges up to 1 port and check the gauges against each other for calibration. They're not expensive gauges so they may be out and the best point to check the calibration is mid position on the gauge, so it looks like your gauges are in barometric pressure (bar) so calibrate at .5 bar. If you have to install a bleed valve in the vacuum line so you can get a .5 bar or there abouts supply.

it's actualy a complete 6 gauge vacuum set I bought here in holland, with gauges, hoses, valves and adapters.

So they should be calibrated, but I will keep in mind to see if they are.

with the carb rack carefully set level in a vice I'm set up to set the fuel level..

the manual says let the tube fill up and than move it down.. why the moving down and not hold it until it sets??

I would guess it's so you ensure the level in the tube got there by matching the level in the bowl, rather than when you were filling it up initially. You allow the fuel in the tube to "find it's own level", rather than forcing it via filling the bowls. It basically just ensures an accurate reading.
